Essentially they've changed the honour system rank rewards so that they go by the person's highest lifetime rank rather than their current rank.

Not sure if it's a good idea or not yet.

If you think about it, people are now going to want to get the top rank knowing they dont have to maintain it, so PvP activity will go bananas. But the more CP (or HP) being earned on a server will mean its far harder to actually get those ranks, so this will last a while.

Lots of people have given up on PvP recently because of how the system works, so this is a major incentive for them to get back into it.

Very few people are ever going to get rank 14, but many will try.

ALternatively, people will grind for the uber items then burn out and stop anyway.

I think that if they want the pvp content to work they need to find more things that the players can affect whilst pvping. Ultimately, once you have your gear and rank, what's the point in continuing the pvp?

I would say you pvp for fun, but there are many players who want and will aspire to more. It could well just be a patch that buys them time to bring a more rewarding and interactive pvp frontier into effect.

It's true that the system blows goats, but this at least makes a slight improvement on what we currently have.

I like the idea of fighting for something which has a dynamic aspect such as the relics in DAoC.

I don't really like the PvP system in WoW yet and I don't think that the changes will make it much better, RvR was the best system I have come across yet in DAoC.
